Four Decades of Leadership in O&M and Public Works Design
Founded in 1972 by Julian Barrientos, Barrientos Design began as a public-sector-focused architectural practice rooted in technical precision and long-term service relationships. Over the past four decades, the firm has evolved into a nationally recognized specialist in fleet maintenance, public works, and field operations facilities.
Under the second-generation leadership of Principal Architect Norman Barrientos, AIA, the firm refined its focus exclusively on operations-driven design. Since delivering its first fleet maintenance garage in 1988, Barrientos Design has concentrated on aligning buildings with how fleets actually function—vehicle mix, technician staffing, equipment demands, service throughput, and long-term growth.

Norman Barrientos is widely recognized as one of the nation’s leading experts in fleet maintenance and operations & maintenance facility design. With more than 40 years of architectural experience and over 120 maintenance facilities delivered nationwide, he has shaped the planning and design of fleet repair garages, heavy-duty maintenance shops, fabrication facilities, parts distribution centers, vehicle storage buildings, crew quarters, and complex yard operations.
Norman’s expertise extends beyond architecture into equipment integration, repair bay configuration, bulk fluid systems, ventilation strategies, and operational performance metrics. His work consistently aligns facility layouts with fleet KPIs such as vehicle uptime, repair throughput, technician productivity, and lifecycle cost efficiency.
He is a nationally recognized speaker at NAFA, APWA, and other industry conferences and is the author of Fleet Facilities Design & Standards: Planning for High-Performance Operations & Maintenance Garages, the first comprehensive technical reference dedicated exclusively to fleet facility planning and design.

She focuses on understanding how mechanics, supervisors, and field personnel use their environments daily. By engaging directly with stakeholders, Isabelle ensures that design decisions are grounded in operational realities rather than abstract assumptions.

Patrick Wesley is a licensed architect with extensive experience delivering fleet maintenance facilities, public works campuses, highway departments, and utility service centers. He manages projects from programming through construction administration, ensuring that operational requirements are clearly translated into coordinated, buildable documentation.
Patrick’s background includes leading garage planning and maintenance facility design efforts across multiple states. His approach emphasizes workflow efficiency, stakeholder coordination, and technical precision throughout all project phases.

Josh Koch leads the planning and design of fleet maintenance and O&M facilities through detailed drafting, modeling, and technical coordination. His work contributes to translating operational programming requirements into accurate, buildable construction documentation.
He has extensive experience in planning and designing O&M facilities with his most recent projects including, Lebanon, TN Fleet Services, Manatee County FL Fleet Services, and Jackson County Highway Garage. For these projects he has taken the role of project architect and lead the whole design process.
His current work for Las Vegas Fleet Services, New Smyrna Beach, FL Public Works, and Manatee County, FL, Fleet Services are exemplary of his ability to lead the planning and documentation process of O&M facilities.
